01The background to the new system

The Technical Intern Training system aimed at "international contribution (skill transfer)", but in reality it functioned in part as a labor force filling shortages. To resolve the gap between this stated purpose and reality, and human-rights concerns, a new "Employment for Skill Development" system is created, with the purpose of "securing and developing human resources".

03Transfers, period of stay, and the move to Specified Skilled Worker

Employment for Skill Development envisions developing people, in principle over 3 years, to the level of Specified Skilled Worker (i). If certain conditions are met, transfers within the same field are allowed. After development, a path is drawn to move to Specified Skilled Worker and lead to longer-term employment.
